Financial Litigation Technician

At the full performance level, you will support Assistant United States Attorneys (AUSA) in the United States Attorney's Office (USAO) for the Eastern District of Virginia by providing a variety of legal assistance and office support services in the Financial Litigation Unit (FLU). If selected, you will receive formal and/or on-the-job training as needed. Duties include:
Reviewing and analyzing claims for compliance with the Federal Debt Collection Procedures Act; Providing a broad spectrum of technical processing activities associated with debt collection; Opening and maintaining debtor files; Interpreting and enforcing criminal judgment and commitment orders and other civil judgment orders; Identifying, analyzing and summarizing financial information on debtors to determine their present and future potential ability to pay court-ordered monetary fines, penalties, and restitution in criminal cases and other civil judgments, which includes investigation as to disclosed and undisclosed assets; Recommend to the assigned attorney strategies for the disposition of assets; Preparing letters, forms, pleadings and other reports necessary to initiate and follow through on debt collection efforts; Monitoring the progress of litigation and debt collection efforts, and making determinations on whether to continue pursuit of cases; Communicating with interested stakeholders in the debt collection process, including other USAO staff members, attorneys, court personnel, victims and debtors; Independently performing all functions to collect court-ordered monetary fines, penalties, and restitution in criminal cases and other civil judgments. To be eligible at the GS-7 level, you must have at least one year of specialized experience equivalent to the GS-6 level. Specialized experience is defined as experience reviewing and preparing legal documents needed for litigation or other proceedings, such as complaints and summonses, subpoenas, pleadings and judgments; reviewing financial documents and records; researching a variety of legal sources to obtain and/or verify information; using automated software to produce legal related reports, documents, correspondence and related materials; and analyzing data and information to make determinations and recommendations for further action. To be eligible at the GS-8 level, you must have at least one year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as possessing subject matter expert knowledge in the processes and procedures related to complex asset identification and debt collection activities; investigating complicated financial assets and transactions and providing comparative analyses of information furnished by debtors; reviewing and analyzing claims for legal merit and compliance with the Federal Debt Collection Procedures Act; reviewing, evaluating and verifying debtors account status and payment transactions. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
