Financial Control Specialist

At the full performance level, the Financial Control Specialist:
Reviews, creates, and controls documents and records for accounting operations. Prepares and submits transactions for the automated accounting system. Records all commitments and obligations received from the Region programs and contracts offices, establishing authority to make payments for purchase orders or contracts. Analyzes, reviews, reconciles, and insures the accuracy and validity of account balances of various accounts. Analyzes appropriation and fund balances to find trends and reports to Region management as required. Communicates with vendors, contractors, and senior MARAD staff concerning the status of contracts, purchase orders, invoices, and payments. The ideal candidate for this position will be a professional with finance/accounting experience who is a team player and flexible. The person should also be comfortable with a wide range of individuals and serving as an agency representative. To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience with Governmental accounting procedures including commitments, obligations and expenditures and how entries impact U.S. General Ledger accounts. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
Experience with Governmental accounting procedures including commitments, obligations and expenditures and how entries impact U.S. General Ledger accounts. Experience with Federal financial management procedures as they pertain to budget execution and vendor invoice payments. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Accounting:
Knowledge of traditional accounting practices including accrual, obligations, and cost methods. Budget Administration:
Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Financial Management:
Prepares, justifies, and/or administers the budget for program areas, plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
