IT Cybersecurity Specialist (PLCYPLN/INFOSEC), GS-2210-11/12

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly managing information technology projects. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
Perform needs analysis to determine opportunities for new and improved business process solutions Provide advice on project costs, design concepts, or design changes Provide ongoing optimization and problem-solving support Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that result in changes of organizational structures or staffing levels requiring labor relation matters Ensure that supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems Assist with the negotiation for acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following:
experience with Lean Six Sigma performance improvement and waste elimination methodologies; statistical, analytical, and business modeling services; analyzing demand trends, safety levels, stock position, procurement lead time, mission change, and operational plans to determine support requirements and develop long-range forecasts for our base, and out to five future years; and Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Mission Support. OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience includes the following:
experience with Coast Guard Mission Support Business Model (MSBM); the DoD Enterprise Service Management Framework (DESMF); Lean Six Sigma performance improvement and waste elimination methodologies; statistical, analytical, and business modeling services; analyzing demand trends, safety levels, stock position, procurement lead time, mission change, and operational plans to determine support requirements and develop long-range forecasts for our base, and out to five future years; Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Mission Support; leading organizational change and training. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
