IT Cybersecurity Specialist (PLCYPLN/INFOSEC), GS-13/14

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly managing the cybersecurity information technology projects for assigned areas. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Develop methods to monitor and measure risk, compliance, and assurance efforts Provide recommendations for possible improvements and upgrades Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully Gather feedback on customer satisfaction and internal service performance to foster continual improvement Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives Lead and oversee budget, staffing, and contracting Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience includes the following:
experience with the acquisition lifecycle framework to develop, release, evaluate and execute Statements or Work (SOWs), Statements of Objectives (SOOs), and Requests for Information (RFIs) and, Requests for Proposals (RFPs); overseeing and tracking integrated master schedules, key milestones, and critical paths through appropriate automated tools and processes; SCRUM methodologies; Coast Guard Mission Support Business Model (MSBM); DoD Enterprise Service Management Framework (DESMF); DHS Systems Engineering Lifecycle (SELC); Lean Six Sigma performance improvement and waste elimination methodologies; statistical, analytical, and business modeling services; analyzing demand trends, safety levels, stock position, procurement lead time, mission change, and operational plans to determine support requirements and develop long-range forecasts for our base, and out to five future years; Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Mission Support; leading organizational change; and providing training. To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience includes the following:
expertise and experience leadings teams of senior staff and resolving conflicts; the acquisition lifecycle framework to develop, release, evaluate and execute Statements or Work (SOWs), Statements of Objectives (SOOs), Requests for Information (RFIs) and, Requests for Proposals (RFPs); overseeing and tracking integrated master schedules, key milestones, and critical paths through appropriate automated tools and processes; SCRUM methodologies; Coast Guard Mission Support Business Model (MSBM); DoD Enterprise Service Management Framework (DESMF); DHS Systems Engineering Lifecycle (SELC); Aviation Operations; Surface Operations; Shore Operations; Cyber Operations; Lean Six Sigma performance improvement and waste elimination methodologies; statistical, analytical, and business modeling services; analyzing demand trends, safety levels, stock position, procurement lead time, mission change, and operational plans to determine support requirements and develop long-range forecasts for our base, and out to five future years; Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Mission Support; leading organizational change; and providing training. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
