Human Resources Assistant

The position can be filled at either a NF-02 or NF-03 level. At the NF-02 level, duties will be performed in a developmental capacity for the purpose of training to perform more complex responsiblities and duties. The incumbent will be trained to perform assignments that are routine and procedural. The work will be closely supervised and reviewed often. If selected for NF-02 level, a non-competive promotion to the target, NF-03 level, may be permitted provided the incumbent meets sufficient experience, qualification requirementments for promotion, and is performing the full scope of the major duties and responsiblities of the target level. Promotion is neither promised nor guaranteed. Duties include but not limited to:
Performs a wide variety of technical support duties in a variety of human resources functional areas. Provides support in recruitment and placement activities, which includes developing new vacancy announcements and applying qualification standards and ranking procedures for a wide variety of clerical and technical positions for external or internal recruitment actions. Schedule and conduct orientation sessions for new employees. Review and process Requests for Personnel Actions (SF-52s). Ensures supporting documents are complete and attached to SF-52 (e.g. job descriptions, set of duties, etc.). Establishes, monitors and maintains Official Personnel Folders (OPF) to include but not limited to creating, re-establishing, auditing and purging of files is completed in accordance with established instructions. Provide benefit services to employees. Processes forms and counsels employees on available benefit options including, but not limited to insurance options (medical, dental, life), retirement, workers compensation, disability, etc. Use various software programs and automated systems to prepare a variety of documents, revise, calculate, and retrieve data. Produce correspondence, memoranda, directives, forms reports. Ensures accuracy and timeliness of information, spelling, grammar construction, punctuation and presence of necessary enclosures. Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Minimum of 1 year of general office/administrative experience. NF-03:
Minimum of 2 years of HR experience working in a Navy NAF Human Resources Office. Knowledge of personnel processing rules, procedures or operations to assist applicants, employees and management with questions pertaining to NAF HR operations. Knowledge of office operation, administration; must have strong organizational skills and be able to multi task and/or work multiple projects with deadlines that vary. Able to utilize operational information, policies and processes to make day to day decisions; resolve problems or discrepancies based on knowledge of personnel processing rules, regulations and procedures.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
