PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the DIRECTORATE SHIP MANAGEMENT (DSM), FLEET REPLENSHIMENT OILERS (PM1), OILERS SHIP TAO-1 (PM11) of MILITARY SEALIFT COMMAND.
Responsibilities You will monitor the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiate action ensuring ships capabilities are current with evolving mission requirements.
You will analyze and evaluate the status of assigned charter ship operation on a quantitative and qualitative basis for effectiveness in meeting program requirements.
You will maintain liaison with Program Managers, Project Officers, Functional Directorates, MSC Field Activities, and appropriate Navy and DOD agencies on matters pertaining to program ships or assets.
You will provide analysis and interpretation of regulatory material with express regard to those areas which affect vessel operations.
You will provide business and contract administration support and coordinates with Contracting Office in developing an acquisition plan and schedule to meet sponsor requirements in a timely manner.
You will independently take appropriate action in planning, execution, accuracy and timeliness of maintenance, scheduling and budget information developing cost analysis, internal controls, economy of savings and organizational efficiencies.
You will continually monitor and review the program area to ensure that policy, regulatory, and program issuances are properly integrated with staff actions and are supportive of MSC's mission requirements and goals.
Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience applying knowledge in project management, data analysis processes and techniques.
Experience in maintain representation and liaison with appropriate components of sponsors, organizations, other military commands, government agencies, private entities as required.
Experience in negotiate effectively with management.
Experience in apply maritime concepts, principles, and methods to safe, efficient, economical, and environmentally compliant ship operations.
Experience in make recommendations to senior leadership with regard to maintenance, repair, ship alteration, equipment upgrade and to safeguard against delays and incurred costs to the program.
Mastery experience in qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
Expert experience in applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems unique in nature.
Experience in communicate effectively through written and oral communications sufficient to prepare and present findings and recommendations before groups including senior military (flag) officers and senior civilians.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
