Information Operations Strategic and Operational Plans Specialist

Summary You will serve as an Information Operations Strategic and Operational Plans Specialist in the Special Projects Directorate of NAVINFOWARDEVCEN NORFOLK.
Responsibilities You will act as expert advisor to the Department Head for review of Component Commander (CCDR) Concept, Operational and Functional Information Operations/ Information Warfare (IO/IW) plans.
You will also act as expert advisor to the Fleet Commander/Naval Component Commander (NCC) supporting IO/IW plans and Annexes.
You will prepare detail proposals, estimates, CONOPS and operational plans.
You will maintain liaison with national, military, scientific, technical and academic agencies to perform required duties of this position.
You will plan and execute maritime Information Operations at the strategic, operational and Naval Service level.
You will develop and apply new techniques to integrate, plan and execute all information related capabilities (IRCs) and non-kinetic/non-lethal effects in support of IO planning requirements to meet customer needs.
Requirements Conditions of Employment Qualifications To qualify for the IO STRATEGIC AND OPERATIONAL PLANS SPECIALIST, GS-0301-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience in operational planning and execution of operational tactics in the disciplines of Information Operations (IO), Information Warfare (IW), and Information related capabilities; experience in Joint Planning Procedures (JOPES, APEX) and policy; experience in the concepts and practices of counter-intelligence, surveillance and reconnaissance (C-ISR) at the operational (OLW) and tactical (TLW) levels of war.
