Budget Specialist (Research)

GENERAL SUMMARYThe Budget Specialist administers sponsored research funds, monitors all expenditures and assists investigators in proper use of sponsored research funds.
Reports to the Director of Research Administration.
ESSENTIAL DUTIES AND RESPONSIBILITIES Grants Accounting
Responsibilities:
Acts as a liaison with CHKD and study sponsors as requested by Primary Investigator (PI) to assist with budgetary aspects of sponsored study or grant submissions.
Works closely with PI, relevant CHKD departments and research staff to generate a grant budget for study sponsor review.
Prepares CHKD Impact Statement for submission to the Hospital Research Coordination review committee.
Manages budget negotiations between study sponsor, CHKD, and Primary Investigator.
Coordinates with research staff completing contract, regulatory, IRB, HRC (Hospital Research Coordination) review, training, and other tasks culminating in Site Initiation of sponsored study.
Sets up study tasks in OnCore (or other financial reporting software).
Once study is initiated or grant is awarded, reviews all study balances at least once a month to ensure there are adequate funds for study expenses, especially salary and fringe.
When applicable, manages amendments to study contracts and budgets when changes occur in the study.
Regularly reviews the balances in the internally designated accounts and ensures expenditures charged to these accounts are appropriate expenses.
Processes all requisition orders using study funds.
Reviews all invoices indicated in Oncore before the invoice is sent to funder.
Reviews the monthly Children's Specialty Group (CSG) accounts regarding which CSG PIs are to receive research study salary support.
Departmental Financial/Budget
Responsibilities:
Reviews all clinical trial financial reports on a monthly basis.
Reviews the Accounts Receivable Statistics on a monthly basis.
Requests all interdepartmental/ division transfers (IDTs) and cash journal entries.
LICENSES AND/OR CERTIFICATIONSNone required.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS Bachelor's degree plus 3 years clinical research experience or Master's degree with related experience preferred.
Experience with clinical trial budgets, clinical trial financial management, clinical trial agreements and/or clinical trial management systems (Oncore) preferred.
Ability to read, analyze and interpret financial reports and legal documents.
Ability to respond to common inquiries from physicians, regulatory agencies or members of the business community.
Must be able to effectively present information to leadership.
Demonstrates the ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
